Background First settled by the French in the early 17th century, the islands represent the sole remaining vestige of France's once vast North American possessions. The Philippines were ceded by Spain to the US in 1898 following the Spanish-American War. They attained independence in 1946 after Japanese occupation in World War II. The 21-year rule of Ferdinand MARCOS ended in 1986, when a widespread popular rebellion forced him into exile. In 1992, the US closed its last military bases on the islands. The Philippines has had two electoral presidential transitions since the removal of MARCOS. In January 2001, the Supreme Court declared Joseph ESTRADA unable to rule in view of mass resignations from his government and administered the oath of office to Vice President Gloria MACAPAGAL-ARROYO as his constitutional successor. The government continues to struggle with Muslim insurgencies in the south.

Economy - overview The inhabitants have traditionally earned their livelihood by fishing and by servicing fishing fleets operating off the coast of Newfoundland. The economy has been declining, however, because of disputes with Canada over fishing quotas and a steady decline in the number of ships stopping at Saint Pierre. In 1992, an arbitration panel awarded the islands an exclusive economic zone of 12,348 sq km to settle a longstanding territorial dispute with Canada, although it represents only 25% of what France had sought. France heavily subsidizes the islands to the great betterment of living standards. The government hopes an expansion of tourism will boost economic prospects. Fish farming, crab fishing, and agriculture are being developed to diversify the local economy. Recent test drilling for oil may pave the way for development of the energy sector. In 1998, the Philippine economy - a mixture of agriculture, light industry, and supporting services - deteriorated as a result of spillover from the Asian financial crisis and poor weather conditions. Growth fell to 0.6% in 1998 from 5% in 1997, but recovered to about 3.3% in 1999, 4.5% in 2000, and 4.5% in 2001. In 2002, the Philippines recorded GDP growth of 4.4% but also incurred a record budget deficit. As a result, the Philippines is burdened with a public sector debt equal to more than 100% of GDP. Growth eased to 3.8% in 2003. The government has promised economic reforms including going forward with privatization, reforming the tax system, and promoting additional trade integration within its region. Considerable drive is required to update the educational system and the road network.
